Response to an Anthrax Attack
Terrorism in the United States has historically been committed by factions or individuals [lone-wolf terrorists] with rightist or leftist ideologies or independent ideologies, or by those absorbed and engaged in global affairs or entities such as Al-Qaeda, ISIS from abroad. The September 11 attacks and the biological attack via U.S. Postal Service in 2001 are examples of incidents that occurred that involved a lone-wolf terrorist and a terrorist organization. These attacks revealed a nation and its emergency management agencies, and its responders were ill-prepared. And in the years that followed, the developments that raised the National Planning Snerui Operations and Trainings, the founding of the DHS, the push for Interagency and integration of operations and communications would better equip the nation and its defenses and response to incidents of national security.

Situation:
On September 18th, 2001, a week after the September 11th attacks on the World Trade Centers and Pentagon, as well as the attempts to attack the United States Capital and White House, anonymous letters laced with a biological agent were delivered to U.S. Government Offices and News Stations via the United States Postal Service. The first victim of this agent was seen at the hospital on October 4th, 2001, and it was later identified as Anthrax, the individual was exposed to. Initially, it was believed to had been an isolated incident until more letters laced with this agent had arrived at various governmental and non-governmental organizations. On October 9th, 2001, the FBI began their investigation into the incident that targeted numerous sites and impacted numerous figures well-known to the public. “Biological agents are considered attractive weapons for bioterrorism as these are easy to obtain, comparatively inexpensive to produce and exhibit widespread fear and panic than the actual potential of physical damage” (WJCC).

Who what when and how
In recent years, lone-wolf terrorists and homegrown terrorist organizations, often recruited and radicalized online, have posed the greatest threat to the United States, pursuing to attack soft targets [but sometimes hard targets] with easily accessible weapons. Globally, advanced technologies are proliferating, providing opportunities for these offenders to obtain access to CBRN weapons as well as traditional and conventional weaponry.
Despite the fact that some, if not most, CBRN WMD devices are currently difficult for terrorists to obtain and operate, these terrorists are willing to employ tactics that aim to avoid and or dismantle effective countermeasures and exploit vulnerabilities at all costs necessary. Violent acts carried out by these individuals and or factions “is not random or sadistic; rather, it is directed toward intimidation and a secondary political, social, or religious objective, or, more broadly, toward coercion” (Stanford Encyclopedia of Philosophy). Attacks can strike at anytime, anywhere.

Based on the incident needs, the information and intelligence function may be activated as a fifth Section, as an element within the Operations or Planning Sections, or as a part of the Command Staff.

Concept to Support: what is your concept of how you will support the operation logistically?
I would establish the use of a formal communication system.
Coordination instructions: Specific instructions provided to help all responding agencies coordinate effectively.
As the Incident Commander, I would activate the ‘Unified Command’ method as it will allow each responding organization the ability to report to their own Unified Command Officer while at the same time allowing each to carry out their own jurisdictional, legal, and functional responsibilities. The advantage for using this method is that it provides a smoother flow of information and coordination among all jurisdictions and agencies involved in the incident. And that each agency is informed on one another’s priorities and capabilities and restrictions.
