The International Trade Commission (ITC) is the lead USA administrative agency in charge of investigating complaints of dumping of goods into the USA by foreign governments, unfair subsidies overseas, intellectual property theft overseas and other trade related issues. It is also the agency that maintains the harmonized tariff schedule (charts that disclose tariff rates on all imported goods into the USA). As an importer of goods, you must make sure that the ITC is not threatening to institute a “countervailing duty” (extra tariffs) on your goods to push the foreign country for its conduct. If you are a US domestic company who is being hurt by ‘dumped’ goods into the USA, you can file a complaint with the ITC who will investigate.
