The capstone paper project requires you to apply the principles of bioethics in resolving bioethical dilemmas and to demonstrate your ability to analyze and synthesize knowledge about cultural variation, as well as drawing on your own experiences to inform and shape your policy recommendation. Completing this paper will require you to do some outside research on possible solutions to these problems, but this is not a research paper. In the capstone paper, you will be developing a policy recommendation. You will be presenting arguments and considering possible objections.
Multicultural component: This course is a designated Diversity course. The capstone paper is the assignment that we use to determine whether you have met the required course objectives:
Analyze some aspect of human experience within a culture, focusing on at least one source of diversity (e.g., age, disability, ethnicity, gender, language, race, religion, sexual orientation, social class, or other). (Diversity Objective)
Explore one’s own cultural norms or values in relation those of a different cultural group. (Diversity Objective)
Evaluating ethical problems in biomedical ethics requires that we identify all the relevant contributing factors in a particular case. In many cases, these factors include the gender, sex, race, religion, and class of the individuals involved. This term’s paper topic presents multiple opportunities for you to satisfy the objectives.
HOW IS THIS DIFFERENT FROM A STANDARD PAPER?
In this paper, we want to see you take what you are learning this semester and apply it toward addressing real world problems via policy. Sometimes policies take the form of laws, such as HIPPA, which is a federal law that required the creation of national standards to protect sensitive patient health information from being disclosed without the patient’s consent or knowledge. Sometimes they take the form of recommendations, such as CDC recommendations on smoking and tobacco use. Smoking is not illegal, but there is a public interest in both trying to convince current users to stop and preventing new users from getting started.
For this paper, you are recommending a policy solution. You don’t have to be an expert in the law or in health care to make policy recommendations. In fact, many people who make such policies at both the local and the national level have no special knowledge or expertise in health care. You should be focused on a solution that is practical and, most importantly, ethical. How will you know whether your solution is ethical? You will evaluate it from the perspective of the five principles of bioethics — autonomy, beneficence, utility, nonmaleficence, and justice.
Before you start writing, make sure that you review the required paper structure.This is not a standard paper. The audience is different. The tone is different. The goal is different.

GENERAL GUIDELINES
The assignments will be turned in through the assignment links in the Canvas course site. The files must be in .doc, .docx, or .pdf format.
The body of the final paper must be at least 2,000 and no more than 2,500 words in length. This excludes headings, the works cited, and any footnotes or endnotes. (Drafts may be slightly [300 words or less] under or over the word requirement for the final paper.)
The paper must adhere to APA guidelines (Links to an external site.)
The paper must follow the required capstone paper structure and use headings in the paper to correspond to the required sections. You can customize the headings to fit your argument.
All sources must be cited properly. Note: Failure to cite sources is a violation of FSU’s Academic Policy.
If you wish to revise work from previous courses for use in this assignment, you must obtain permission before submitting the assignment. Failure to obtain permission to revise and submit work from previous courses will be treated as a violation of the academic honor policy.
POLICY PAPER DESCRIPTION AND STRUCTURE
Description of the project: Imagine that you are a junior staffer on the newly formed Presidential Commission on Bioethical Policy. The Commission is tasked with presenting policy recommendations on a number of different issues. Your job is to write a policy position paper to present to the chair of the Committee. If you convince the chair with the merits of your argument and analysis, the chair will then take your policy recommendation to the President.
POLICY PAPER REQUIRED STRUCTURE:
Introduction (no heading required) – In this section, you should briefly introduce the problem that you are addressing in the paper. You should also include a precise statement of the policy that you will be defending/arguing for in the paper; this is your thesis statement.
The Policy – In this section, you will provide a full explication of the policy position that you are defending/arguing for in the paper. How will the policy work? How will it be implemented? Is this a state or federal law? A public health campaign? Give the full details of the policy recommendation. You should include your main argument for the policy in this section as well. Why is this the best solution to the problem? What are the reasons in support of your position.
Evaluation of the Proposed Policy – In this section, you will evaluate your policy proposal using the five principles of biomedical ethics. In what ways does the policy meet the requirements of the principles of biomedical ethics? Are there any ways in which the policy fails to the meet the requirements of the principles? What might an opponent of your policy say? What is your response to these potential objections?
Conclusion – In the conclusion, you will restate your main thesis. Then you will use the conclusion to tie up loose ends. For example, you might briefly consider the implications of the implementation of the policy in a broader legal or social context.
The policy paper will be at least 2,000 but no more than 2,500 words.

SHOULD THE U.S. END NON-MEDICAL EXEMPTIONS FOR CHILDHOOD VACCINATIONS?
This topic is focused on standard mandatory vaccinations–the ones needed to attend public (k-12) schools and colleges– like the MMR and polio vaccines. This topic is not asking about COVID vaccines for school-age children, which are not required.
Some background/context: All states allow for exemptions of otherwise mandatory vaccinationsLinks to an external site. in cases of medical need. Some patients are too sick or immune-compromised to be vaccinated. Sometimes, however, there are conflicts between a family’s religious or personal beliefs and medical treatment. Most, but not all, states allow religious exemptions for vaccinations and 20 states, as of 2019, allow personal belief exemptions. Lower vaccination compliance rates put everyone at risk, but especially those who are not yet vaccinated and those who cannot be vaccinated for medical reasons. Some doctors have even stated that they will not see/treat patients who are not vaccinated.
Prompt: Given the public health implications when vaccination compliance rates drop, is it time to end non-medical exemptions for vaccinations? Or should all states be required to allow non-medical exemptions for vaccinations? What is your recommendation? What would this policy look like? In evaluating your policy, make sure that you explain how vulnerable individuals and groups may be affected by your policy, especially as it concerns issues of economic class, race, ethnicity, gender, and ability. When there are conflicts between religious or deeply held personal beliefs and medical treatment, how should these conflicts be resolved? Make sure that you offer a moral argument in favor of your recommendation and evaluate the policy using the principles of biomedical ethics.
Note: The Supreme Court held in Jacobson v. Massachusetts (1905) that states can require vaccination, even when there is a religious objection. In other words, individuals do not have a constitutional right to refuse mandatory vaccinations for non-medical reasons.
