The national emergency management system has many players, though it is critical for an adequate emergency response to begin at the local government level as all emergencies are (or start of as) local emergencies. The Federal Emergency Management Agency (FEMA), through its parent agency, Department of Homeland Security (DHS), is expected to create an emergency management partnership with other federal agencies, state, tribal and local governments, volunteer organizations, and the private sector to better serve the public.
FEMAs (and the federal governments) role in response coordination with the other entities mentioned above has evolved over the years as documented in the Federal Response Plan (1992), the National Response Plan (2003) and the National Response Framework (2008 and updated 2013).
Provide an overview paper on the evolution from the Federal Response Plan, to the National Response Plan, to the National Response Framework. Include what action(s) and/or event(s) precipitated the development of each, what the significant changes/differences between the plans were, and how the plans defined the roles and responsibilities for emergency management/response across all of the levels of government and community.
