1. Think back to Timney’s (1998) work on citizen participation where the author explained three models of citizen participation (active, passive, and hybrid). Briefly discuss pros and cons of each model. Does one model always better than the other two? or does it depends on situations, issues, or people? Then discuss what can/should be done to increase citizen participation in the modern society especially for the younger generations. (i.e. what can governments do to get younger citizens to be interested in public matters? to encourage raising their voices?)
2. Based on the lecture, readings and your own past experiences, do you think public leadership is fundamentally different from private sector leadership? How so? Are there qualities that we specifically look for in public leadership and not as much in private leaderships (Eg. the president of the U.S. vs. the president of Amazon)? Think about this in terms of the nature of public vs. private sectors, their clients, tasks, goals and missions, etc.
