Introduction
Write introductory statement in which you tell the clinet what you want to analyze and give a brief background of the policy. Keep the introduction brief, and dedicate 1-2 sentences to articulating what the paper covers. Also dedicate 1-2 sentences to explaining why the paper is important. Use a statistic or fact to convey importance.
The Policy Problem
– Write the Issue Rhetoric, in full detail, describe the problem or problems which the government intervened in order to fix
– Explain the history of the problem
– Discuss the seriousness of the problem and how it affects the society
– Explain the impact of the problem if continued without government intervention
– What are the most relevant and interrelated problems that overlap or connect, in one way or another, with the main problem
(a) identify the main specific problem that the current policy is designed to treat
(b) identify spill-over and/or relevant problems that may share some aspects with the main problem
