Overview
The Minister’s office has reviewed the needs assessment briefing provided by your manager for the public health issue that you assisted with in Assessment 2. They have requested a formal project proposal for an initiative in the community you identified. Your manager has requested that you author this.
Identify a project initiative to address the communities needs that you explored in Assessment 2. To develop your project proposal, use one of the project plan templates that you reviewed in Topic 1.2 and develop your skills in utilizing in Topic 4.4.
Your Proposal Must Utilise:
The WHO 2009 “10 Steps to Systems Thinking” and human rights principles in the design and evaluation of the initiative;
A theory of change to justify the initiative and identify project outcomes;
Participatory approaches for the implementation plan; and
Have a high-level monitoring and evaluation plan that will measure the efficacy, quality, and accessibility of the initiative using a health equity lens.
Develop A Project Proposal that includes:
An Introduction covering the purpose of the project including the national and global policy context, human rights principles, the objectives of the initiative, potential benefits, and a theory of change.
A proposal assessment providing a situation and issue assessment, an overview of the options to be considered, and consultation approaches for stakeholders.
A justification of a project management approach that outlines governance and risk management strategies.
An outline of an implementation strategy for your project that includes a communication plan, resources required, and timeframes for key milestones and assumptions, and constraints.
An articulation of a high-level monitoring and evaluation plan including key performance indicators (KPIs) and an outcomes measurement framework and program logic using a health equity lens.
